JOB OPPORTUNITY: Jubilee USA Policy Director

Jubilee USA Network seeks to hire a Policy Director at Jubilee's fast-paced and results-motivated national office. Jubilee only seeks exceptional, professional, strategic and organized individuals who are passionate to impact policies that affect millions of vulnerable people annually.

Supervisor: The Policy Director is supervised by the Campaigns Director and is hired by the Executive Director.

Location: Washington, D.C.

Start Date: ASAP

Duration: This position is funded for 12 months and may be extended if funding is secured.

Jubilee USA Network Policy Director Job Description:

The Policy Director (PD) leads the network's policy efforts, including overseeing the organization's research efforts, policy analysis and working with the Campaigns Director to achieve the organization's advocacy goals. The PD focus areas include debt, taxes, responsible lending and borrowing, international financial institution reform, trade and implementation of an international bankruptcy process. She/He supervises staff and interns to orchestrate effective policy and advocacy. He or she works with Jubilee’s Network Council Members, partners organizations, government officials and international financial institutions to achieve our campaign goals. The policy director takes an active role in fundraising and administrative efforts.


• Serve as one of Jubilee’s primary public policy advocates with Congress, foreign embassy staff, government officials, international financial institutions and the Executive Branch in support of Jubilee’s advocacy agenda

• Liaise with Jubilee’s 75 Network Council members and partner organizations to build collaboration and achieve success on Jubilee’s primary policy initiatives

• Stay abreast on new developments on issues of international finance, development, tax and international financial institutions and brief the Executive Director on strategic opportunities around our goals

• Write and edit education, advocacy, funding and communications materials for Members of Congress, journalists, donors, funders, other decision makers, supporters and partners

• Oversee the development and implementation of Jubilee’s advocacy plan and program related fundraising plan

• Write and draft opeds, policy letters, press releases and a variety of materials for publication by Campaigns Director, Jubilee’s Executive Director or other designated Jubilee grassroots and national surrogates

• Create program, education and advocacy materials for faith-based and grassroots organizers to spread Jubilee’s mission

• Maintain and deepen relationships with Jubilee’s key organizational partners and funders. He or she is one of Jubilee’s primary representatives in meetings with policy makers, officials, coalitions and funders

• Produce and oversee production of research, literature, policy and fact sheets on relevant policy and outreach issues

• Event organzing

• Work with Campaigns Director and Communications Director to ensure achievement of organization's fundraising communications

• Assist Campaigns Director with grant writing

• Supervise staff and interns as needed

• Ensure administrative functions for the organization support program demands

• Travel when necessary to support the activities of the organization

Leading candidates will possess the following qualities:

• Bachelors Degree (Master's Degree preferred)

• 2 to 5 years of experience in a professional office environment

• Experience working with religious community

• Strong attention to detail and highly organized

• Background in trade or other financial issues such as tax or debt

• Strong writing and editing skills for a wide range of audiences, including policy makers, grassroots supporters, and funders.

• Experience working with and managing online databases.

• Web design and e-mail formatting

• Understanding of Capitol Hill procedures preferred

• Comfortable working in a fast-paced environment

• Knowledge of international development and international financial system

• Willingness to learn and work hard and efficiently

• Highly effective verbal and written communication skills

• Willingness to commit to Jubilee USA for 12 months

Compensation: Salary range dependent on experience. Comprehensive medical and hospitalization plan; starting at 3 weeks of vacation and an 8 day office closure at the end of the year (some telework necessary during that period), generous compensation time policy plus fringe benefits; up to 5 percent annual cost-of-living adjustment based on budget and employee's ability to meet expectations; participation in unemployment and worker's compensation and social security.
